مولانا فضل الرحمان جمعیت علمائے اسلام کے اپنے دھڑے کے سربراہ ہیں۔ یہ وہ جماعت ہے جس کے سربراہ کبھی ان کے والد مولانا مفتی محمود تھے۔ مفتی محمود ایک مذہبی عالم اور سیاستدان تھے۔ وہ سن اُنیّسو ستّر کی دہائی میں خیبر پختونخوا (اُس وقت کے صوبہ سرحد) کے وزیرِ اعلیٰ بھی رہے۔
